A Look at Legislation Pending in Missouri
Three pieces of proposed legislation before the Missouri General Assembly could have a serious impact on the provision of special education in this State. HB 2010 proposes to shift the burden of proof from the party challenging the identification/placement/provision of FAPE in a given IEP to the school district. HB 2011 would require parents to consent to services proposed by the district. Finally, HB 1556 proposal significant changes to teaching reading to students. This presentation will take a quick look at the three pieces of proposed legislation and the ramifications on special education students and teachers, if the General Assembly were to pass them.
